"You seem to have made the typical game industry mistake about mods which they mostly all made a few years ago.
Mods are not cheats.
People make mods because they like a game but want to improve it to something they'd prefer or take the game in a different direction, one you may not want to go. You won't ever make a game 100% not even in your own opinion less so others, how do you loose out by letting someone change a feature of a game? Many mods are based on enhancing the core features, using the features in a different scenario or adding features. There will be things you won't think are important and your testers might not realise but a modder out their might. What's wrong with them tweaking the game to include this feature? Who looses out? No one. You get more people playing the game and enjoying it. Heck if you think that features great impliment it into your own game (Paradox do this themselves) the modder clearly loves the game and wants to make it better.
What you're doing is estentially modding, unless of course you're creating your own programming language from your own 100% self made computer (each part 100% made yourself) from your own electricity based on your own 100% unique way of producing electricty.
I understand if you do not want to go out of your way to accomodate for modders, (though that would be foolish from both a business and personal level), but you can allow them without accomodating for them.
Think of the modders as people who love the game as much as you (sometimes even more in the case of the larger companies) they devote their free time to make what they see as an improvement to your game. They're basically testers who actually make the improvement themselves (Testers 2.0).
Point 2. You're preventing people advertising your game, when you're massive maybe you can do that, and maybe you can limit how often you do that, but being a **** about it ain't going to win you any friends and support. If you truely love your game you'll want people to know about it, though maybe you should be a bit nicer about it, ask they buy a promotional copy?
3. *shrugs* people like to buy 18s, an 18 rated game is the modern equivilant of an 18 rated movie. This is hardly controversial, if you're encouraging brutal treatment of POWs then your digging your own grave, if you're showing the brutal realities of war in a neautral way, you've got a fine line. (I don't think this is controversial at all) (P.S. there's no actual evidence to suggest violent games INCREASE chance of shootings or what not)
4. If you want the extra costs involved then that's your choice, most game companies realise that online shipping is better. My internet is terrible and my hardrive space is limited so I do try to get games on a disc but it's cheaper and often quicker (despite poor download speeds) to download. Foolish but not controversial. Also as someone not in America that Shipping fee would be a killer.
5. As long as the graphic are simple and efficent instead of basic (there's a difference) your eye gets used it. It's been time and time again proved that gameplay and (mainly) story are what make a good game. Just out of interest do you plan on using a 3D engine or a 2D engine, for instance I know one of the earlier GTA's was 2D graphics yet a 3D engine allowing it to be later turned to 3D graphics.

I can release this as it is an open post... Also his comments do count and the debate is welcomed... AS long as it is respectful. BTW my S&H cost for china on that response maybe off... its less than 9 oz... so figure I can use the USPS rate right now at 46.50 for hong Kong... for the flat rate...

How does that spark debate? How does that really get to know the developer? It seems more to me a spoiled child that had their candy pulled away from them to prevent them from getting a sugar rush... Honestly, that attitude is malice and I dislike it.
